The procedure for identifying and nominating candidates for the Award is entrusted to the Regional Councils (which conduct the selection and analysis of candidates within the regions), the Foreign Councils (which conduct the selection and analysis of candidates in the approved countries), the International Expert Commission (which identifies the best candidates from among those proposed by the Regional and Foreign Councils and recommends them to the Honorable Council for consideration), and the Honorable Council (which determines the laureates and confers the Award).
